As part of a larger environmental and geoenvironmental scope of services, Padre’s Qualified Storm Water Pollution Prevention Plan (SWPPP) Designer (QSD) prepared a SWPPP for the Guadalupe Restoration Project (Project Site) in accordance with the California Construction General Permit Order No. 2009-0009-DWQ (CGP). The subject Project Site occupies over 2,700 acres of the larger Guadalupe-Nipomo Dunes Complex, and is located on the Central California Coast in San Luis Obispo and Santa Barbara Counties. Project Site activities involve remediation of specified areas of petroleum hydrocarbon-impacted soil as required in Cleanup or Abatement Order issued by the RWQCB in 1998.

This SWPPP utilized a Risk-Based Permitting Approach under the General Permit as set forth by the State Water Resources Control Board (SWRCB) and Regional Water Quality Control Board (RWQCB). The SWPPP detailed sources of sediment and pollutants from the Project Site which could impact storm water discharges, described techniques for minimizing transport of sediment and other pollutants from the Project Site, described best management techniques, and included a sampling and analysis plan, for use in the event that sampling of storm water be deemed necessary.

Padre was responsible for the overall appropriate implementation of the SWPPP at the Project Site from 2010 through 2018. This included ensuring that project personnel were trained on the following topics:

  • Erosion Control BMPs;
  • Sediment Control BMPs;
  • Non-Storm Water BMPs;
  • Waste Management and Materials Pollution Control BMPs; and,
  • Emergency Procedures specific to the construction site storm water management.

Padre conducted weekly stormwater inspections, provided oversight of best management practices installation and maintenance, and prepared Annual Reports for CEMC for electronic submittal to the RWQCB via the Storm Water Multiple Application and Report Tracking System (SMARTS).
